Brownback not satisfied with progress in elementary school reading
TOPEKA, Kan. (AP) Gov. Sam Brownback says he has seen progress in three of the five goals he set for transforming Kansas, and the lack of significant movement in the ability of young students to read at grade level is his next challenge.
The Republican governor is preparing to lay out an agenda for the 2013 legislative session that includes more putting focus and perhaps resources on fourth-grade reading.
The Kansas Department of Education says 64 percent of Kansas fourth-grade students score below the proficient level on the National Assessment of Education Progress tests in 2011, the most recent figures available.
By comparison, 16.6 percent of students tested scored below the standard on the Kansas assessments, which are different from the NAEP exams in scope and content.
