Man killed in Wichita standoff identified

The man fatally shot by Wichita police during a standoff is identified as 56-year-old Fred Burton, of Wichita.

Residents at the MacArthur’s Lake Apartment called 911 around 1:55 a.m. Thursday to report an explosion. Officers arrived and found that the noise was gunfire from Burton’s apartment, which was connected to the unit of the people who called 911. Officers heard more gunfire while they were there and began evacuating people.

SWAT members arrived with armored cars that were used to evacuate more residents as gunfire continued. Other buildings and two armored vehicles were shot, but nobody was injured. Police determined Burton was going through a mental health crisis at the time and negotiators worked to make contact with him. Phone and PA system contact was attempted, but there was never an exchange between Burton and law enforcement.

Just before 6 a.m., Burton reportedly pointed a gun toward officers and started shooting again. Two SWAT members shot back and Burton was killed at the scene.

The two officers involved are identified as a Sergeant who has been with the department for 15 years, and a Detective who has been there for 13 years. Both people are on paid leave during the investigation, which is standard.

To ensure transparency as this case is investigated, the KBI is working with police on the investigation. This is also standard procedure.

Giving more information Friday morning, Captain Brent Allred said officers had made contact with Burton in the past because of mental health issues. Allred says Burton usually would not answer his door when police checked on him and seemed leery of law enforcement. Allred says it’s fortunate that nobody in adjoining apartment was hurt. One shared wall had been shot 52 times and another shared wall was hit three times.

Once an investigation is finished the case will be turned over to the District Attorney’s Office.
