A federal grand jury in Topeka has indicted a former Kansas City, Kansas police department detective and three others in a conspiracy to hold young women in a condition of involuntary sexual servitude.
The indictments were unsealed Monday against former detective Roger Golubski, along with Cecil Brooks, LeMark Roberson and Richard Robinson.
According to court documents, Brooks provided a location at Delevan Apartments in Kansas City from 1996 through 1998 where He, Roberson and Robinson used physical beatings, sexual assaults and threats to compel young women to provide sexual services to men. Golubski is accused of accepting money from Brooks and providing protection from law enforcement for the criminal activity. Golubski is also accused of sexually assaulting one of the victims.
All four men are accused of conspiring to hold young women in a condition of involuntary servitude. If convicted, each man will face a maximum sentence of life in prison.
Golubski was previously charged in a separate indictment with civil rights violations for allegedly acting under cover of law enforcement to commit aggravated sexual assaults.
