KBI investigating fatal officer-involved shooting in southwest Kansas

The Kansas Bureau of Investigation is looking into a fatal officer-involved shooting that happened Sunday morning in Haskell County, in southwest Kansas.

The KBI said a Haskell County deputy made a traffic stop around 1:45 a.m. at the intersection of Highway 83 and Highway 56.  The vehicle sped away and that led to a chase that ended at Highway 144 when the driver tried to make a U-turn and struck the deputy’s patrol car.   Two deputies then ordered the driver out of the vehicle, but he brought out a handgun and both deputies fired.

The driver, identified as 37-year-old Richard Castillo of Ulysses, was pronounced dead at the scene.

The two deputies have been placed on paid administrative leave while the KBI investigates the shooting and the Kansas Highway Patrol investigates the crash that happened during the chase.   The findings will be turned over to the Haskell County Attorney’s Office.
